I would like to buy one but with so many on the market I have no clue which one to pick! I would love to have one with a lot of features but keeping the cost down is a must for me right now.

If you will be doing mostly straight photo editing, I would suggest Lightroom also. Matt's suggestion is perfect, get trials of the programs for 30 days and play with them. I know I had a trial initially with LR. LR, probably others too, will allow you to add other software editing programs as 'plug ins' so you can access them through the LR interface? okay, not sure if interface is the correct word to use but...
Next I'd recommend Topaz plug ins for more creative editing and Topaz just seems to be able to do some things LR doesn't do.
I'm no expert by any means, that being said I've been using LR+PS CC for 10.00 a month. Works very well. Photoshop for me is mainly for portraiture however, the uses are endless. I've never tried anything else as of yet. Hope that helped.
depends what you want to do and how much you want to spend, or spend time learning. photoshop is the one i use. but there is a strong learning curve. lightroom is another, corel, gimp, and a few others. gimp is free but i never used it.
Photoshop has a monthly subscription format for photographers which offers both Lightroom and CC and continually updates them to the newest versions. I have always purchased Photoshop pretty much every other version and this is very price competitive to that, plus I get Lightroom.
I've always used Lightroom but now I've bit the bullet and have subscribed to Adobe's CC which gives me the latest LR and Photoshop editing suite. You can perform most edits and adjustments in LR and it's great for cataloging and key wording. I use photoshop for the finer edits or manipulations. I also use some of the Topaz plugins - Remask4, Adjust, Impressions.
I use Gimp.org, freeware that is user friendly without the big learning curve. You can do just about everything with it, photo imaging to painting. There are many plug-ins. It also takes plug-ins from PS. The only reason I will probably go to PS because it is the industry standard in the graphics field. I just posterized my photography image with textures on the layers program.
Gimp like Photoshop has a very strong learning curve. Lightroom or PS Elements are a lot easier to use, and are fine if you don't need to do to much serious editing. Another one I really like is OnOne Perfect Photo Suite.
Thanks everyone for your replies! I would like to get an editor where I could clone, stitch, make new backgrounds, alter colors, add borders, text, etc. Guess I should have added that before!
