you can follow 2000 people, then they follow you to 2000, then its a 10% ratio from there. the more followers you have, the more you can get.

when you add people do it in bits. if it only looks like you follow people, people may not follow you. try to maintain an average. use http://manageflitter.com/unfollow to remove the bums. every few weeks. you have to do it manually, but it will surface all of them. they used to do it for you. it will trim down your piles of people you followed but didn't follow back. you can see who might be a bot, if they even logged at all, or posted anything.
