I had the same issue. there has been some kind of maintenance that has not properly been announced to the members. This is annoying. Seriously, why do this to the members??
Anyhow, I'm finding about 1/3 of the time if you hover just under the menu you want to look at a sub menu appears. Haven't figured out the exact placement spot just yet :))
I found the same issue trying to get into my control panel. Just for the heck of it, why is it that an email can't be sent out to the members if we are toying around with the site applications??
EDIT: now I have NO access to my own "behind the scenes". This is aweful
