Computer Monitors

I am in the market for a monitor to use with my laptop. I want something relatively big, between 23-27 inches. Clarity of the image is most important. I am running Win 7 and am not looking to upgrade to Win 8 and touch screens; Does anyone have recommendations on a monitor that is about $300-$400 ? Any advice/recommendations would be appreciated.
