For me they are paintings every bit as much as my oils. There is little you can not do in pastel. Glazes maybe one technique in oil difficult in pastel. However I don't miss it.

I consider my pastels to be
paintings. I have seen drawings done with them, but they are obviously drawings. I think it depends on how you use the medium, and your finished product. Most pastels that I see would be classified as pastel paintings. It is the viewing public that needs educating on the subject, I think.

Actually, from my experience the viewing public knows little or nothing about pastels. They are unsure what they are looking at even on close inspection. I almost always have to explain it to them.

I agree! Even the salespeople at art galleries often ( usually!!) need explanations in order to appreciate, and present the work!
