UPP 400 is seen in Union Pacific's Bailey Yard on a vacant track. This caboose is still used during the winter months and based out of Bailey Yard in North Platte, Nebraska. However, it is not used like a caboose was originally prior to the 1980s when they were phased out and replaced by an End-Of-Train device.

Winter storms are common in Nebraska, and lots of times crew vans are hindered by snow packed highways. It is difficult to get fresh crews to trains, along with bringing in the crew that was out-of-time.

Union Pacific will couple a locomotive at each end of the caboose facing away from it. With a fresh crew aboard the UPP 400, one of the locomotives would power to the rendezvous site to meet a freight train where the crew was out-of-time. The crews would trade places, then the other locomotive at the other end of UPP 400 would be used to power back to Bailey Yard.
