I saw this bird when we were on the beach at Mustang Island State Park, TX, and for the life of me I could not identify it. I took my computer to the South Padre Island Birding Center where a group all gathered around to try to help identify it. After their "guesses", I spent more time doing research before finally identifying this to be a black tern. It was a new bird for my birding list making it 349 different birds that I have identified. This is a common action for black terns to hold their wings up. Some times they take off in flight while other times they just put their wings back down.
