MODEL RELEASED. Electrostatics experiment. Student holding an electrostatically charged rod next to a stream of water running from a tap. The electrical charge on the rod is large enough to attract the water. The liquid also needs to consist of polar molecules, those that have unevenly distributed electrical charge. Water molecules are polar. The electrostatic charge was generated by friction (such as rubbing the rod with a piece of silk). This friction ionizes the material (by removing electrons) and the rod acquires a positive charge.
