Norfolk, Virginia is a city built mostly on "reclaimed land". It is tidal plains and wetlands that have been filled in over the history of the city. Much of the city is sinking and sinking at a rate that the city managers have hired a Dutch company to consult on building dikes. We had 7 days of rain and many streets were flooded and impassable. The rain subsided and the water receded until the high tide and tidal surge from hurricane Joaquin filled the streets again (along with vehicles, homes and businesses). Even without a hurricane we experience frequent flooding. Last July we had a 15 minute cloudburst that flooded the streets so much I couldn't leave the grocery store parking lot for an hour and a half. Glub, glub.
