I want to do the retail selling that is being offered. I clicked on the yes button and on several of the yes buttons for individual partners but nothing happened. Is this just temporary or should I be doing something in addition to clicking "yes" ?

all you have to do is click the yes. If a sale happens, you get 50% on your set prices. Clicking the 'yes' means your work can be chosen and shown to the retailers but does not guarantee a sale.
