A picture of a partial flower or a whole flower. I was just curious. Thanks.

Every photograph is different. What works in one shot may utterly fail in another. We would need to see specific examples.

it depends on the flower. and if its not going to be in focus - like this one - then neither. typically flowers are boring because they either come as a whole, or a center. few are from underneath or profiled or something like that.

I agree with Mike's assessment. In your example, you really have neither. If you are going to select a specific part of a flower, then get in closer, preferably using a good macro lens. If you are going to shoot the whole flower, then include all of it with no distracting background. What you have is in between and doesn't stand out from the millions of flower images available.
