I'm not sure exactly which breed it is but it isn't necessarily a rooster. Sometimes it's hard to tell unless they start crowing. In some breeds the tail feathers are more prominently curved in the male but I can't tell from this picture.
Could be a young Brahma too... when you photo chickens, include their legs... some have feathery legs that can help ID them, and the leg color helps as well.
Walter - a Bantam isn't a specific breed... there are bantam varieties of lots of breeds, it just means its a small variety of that breed. Since we can't see anything for scale for this chicken, no way to tell if its a bantam.
Crowing doesn't necessarily mean it's a rooster either...we had a Bantam hen show up at our house and for 2 weeks I thought it was a rooster...until I found her eggs she'd been laying under a neighbor's bush! :)
