Base Pricing For Rm Licensing

Question about RM licensing pricing .. in particular setting "Base Price" for merchandise. Typically, in off-line licensing world, this is done as a percentage of wholesale or retail cost. So, I am a little confused as to how to figure the base price. Is this a base price based on 10,000 units? And then is the price per unit based on the base price or vice versa.
