Elson Velázquez Rivera was born in Coamo, Puerto Rico and now resides in the City of Toa Alta in Puerto Rico. From a young age he felt a strong inclination to art and painting. He began painting abstract drawings and cartoons. In the late 1960's, he took painting classes at the Instituto de Cultura Puertorriqueño and Escuela de Artes Luchetty.
