Heehee! When I read the first paragraph, I thought that this would be a great intro to a monster logic problem the answer of which would match up the delinquent with the crime. But the creative proposed strategy for reducing crime statistics was cool, too!

The mentoring program makes sense Jim. We have a similar system in N.Z. that involves simply letting offenders off, but your plan avoids the bother of catching them in the first place. Bravo! L/f

I worked in delinquency prevention for about seven years. We regularly discussed such a program. I once developed a grant proposal to nuke the entire lot of them. I'm positive it would have worked for a while.
