"Fashion Police 1922" . . . The Washington, D.C. Superintendent of Public Buildings and Grounds, Col. Sherrell, issued orders that no women's bathing suit at the Washington beach can be over six inches above the knee. Here is the bathing beach policeman Bill Norton measuring a girls swimwear for suspected infringement of the Fashion laws, with the Washington monument in the background.
